The measure database supports the generation of river management plans and programmes of measures required by the Water Framework Directive (WFD). The first stage version of the measure database application was designed and implemented as a web application accessible by the responsible authorities and organisations via Internet. Access management with well-defined rights and roles ensures data security. Existing data about measures planned at river water bodies are interactively imported and completed by the project members. The application combines all required information and relations to meet the various evaluation and reporting demands of regional, national, and European reporting tasks. In a second stage the measure database will be extended to a universal instrument for planning, documenting, and financial purposes to support all aspects of measure management covering ideas and funding of measures as well as inspection and monitoring.

The data warehouse platform disy Cadenza includes disy GISterm and offers all needed evaluation and reporting functions as well as Geographic Information System (GIS) options. The system is completed by a measure acquisition component which is integrated seamlessly within the Cadenza platform, thus presenting a consistent information system making available all nature conservation measure related data and functions.

Zusammenfassung Von den schleswig-holsteinischen Landesbehörden wurde die Entwicklung einer zentralen Maßnahmendatenbank (MDB) als Web-Applikation initiiert, um die in den Wasserkörpern des Landes geplanten Maßnahmen zu verwalten. Diese Maßnahmendatenbank unterstützt die von der EG-Wasserrahmenrichtlinie (WRRL) geforderte Erstellung von Bewirtschaftungsplänen und Maßnahmenprogrammen, in denen die Maßnahmen zur Verbesserung der Gewässerqualität und zur Verminderung von Defiziten in Hinblick auf definierte Ziele zusammengestellt werden. Die erste Ausbaustufe der Maßnahmendatenbank wurde als Web-Applikation entworfen und umgesetzt, die von allen verantwortlichen Behörden und Organisationen über das Internet genutzt werden kann. Eine Zugriffsverwaltung mit definierten Rechten und Rollen garantiert die Datensicherheit. Bereits existierende Daten über an den Wasserkörpern geplante Maßnahmen werden interaktiv importiert und von den Projektmitgliedern vervollständigt. Die Maßnahmendatenbank kombiniert alle notwendigen Informationen und Beziehungen, um die verschiedenen Auswertungsund Berichtsanforderungen der regionalen, nationalen und EU-bezogenen Berichtspflichten zu erfüllen. In einer geplanten zweiten Ausbaustufe wird die Maßnahmendatenbank-Anwendung zu einem universellen Instrument erweitert, das Informationen und Prozesse zur Planung, Dokumentation und Finanzierung verwaltet, um alle Aspekte des Maßnahmenmanagements von der Maßnahmenidee über die Kosten bis zu Überprüfung und Monitoring zu unterstützen.

One main focus of the described system consisted in supporting the project partners in different nations in Europe to make their forest monitoring data available in a central database. By means of comprehensive validations and consistency checks a sound data quality could be achieved, which facilitates extensive and effective evaluations of the acquired data for project partners and third parties. A wide range of validation rules which are maintained and flexibly configurable within the information system controls the data compliance and conformity checks, giving the possibility to react adequately on changing requirements and up-to-date findings. The newly designed and developed information system additionally offers an administration area including functions to monitor data submission processes, to inspect and compare the managed data using tables, digital maps as well as diagrams.

- KonferenzbeitragNature-Pilot Schleswig-Holstein - Interactive Balloon Flight Presenting Nature Highlights(Informatics for Environmental Protection - Networking Environmental Information, 2005) Hosenfeld, Friedhelm; Rinker, Andreas; Reiche, Ernst-Walter; Bornhöft, Dirk; Schultz, GudrunThe “Nature-Pilot Schleswig-Holstein” presents nature highlights of Schleswig-Holstein, the northernmost state of Germany. The Nature-Pilot web site is not just a portal site but a highly interactive web application offering a number of features and options to the user. In the standard mode one can “fly” above the country and aim at about 50 “nature highlights”. There the balloon can sink and present aerial photos of the selected highlight as well as extensive information about that spot. In the “free flight mode” the balloon can float and lower at every location on the map on 6 “altitude” levels. Two of these levels are presenting orthophotos of the chosen extent. These navigational functions are supplemented by several additional options like interactive presentation of boat-, bicycle- and wandertours, a search facility for all localities and municipalities of Schleswig-Holstein, 3-D sightseeing flights of selected areas and much more. One important basic condition was to offer this bundle of functions with an improved usability so the whole application is easy to use even for people who are working with a computer only from time to time. The application bases technically on a modular software framework using PHP, JavaScript, the Minnesota (UMN) MapServer and a database system (MySQL or Oracle).
- KonferenzbeitragNaturpilot Schleswig-Holstein - Präsentation von Natur-Highlights im interaktiven, virtuellen Ballonflug(Workshop des Arbeitskreises „Umweltdatenbanken“ der Fachgruppe „Informatik im Umweltschutz“, 2005) Hosenfeld, Friedhelm; Reiche, Ernst-Walter; Rinker, Andreas; Bornhöft, Dirk; Schultz, GudrunDer Naturpilot Schleswig-Holstein präsentiert ausgewählte Natur-Attraktionen von Schleswig-Holstein im Web. Mit dem Naturpilot entstand nicht einfach eine weitere Portalseite, sondern eine interaktive Web-Anwendung mit einer Vielzahl von Optionen und Funktionen, die den Nutzenden angeboten werden. Im „StandardModus“ kann jeder Interessierte in einem virtuellen Ballon über Schleswig-Holstein schweben, während gleichzeitig dazu passende Fotos und erläuternde Texte präsentiert werden. Darüber hinaus können etwa 50 „Naturhighlights“ direkt angesteuert werden. Dort ist es möglich, den Ballon abzusenken, so dass sich das Naturhighlight in Form aufbereiteter Luftbilder präsentiert. Ausführliche Informationen zu den Highlights werden ebenfalls angeboten. Im Modus „Freies Fliegen“ kann der Ballon überall über der Schleswig-HolsteinKarte schweben und über sechs „Höhenstufen“ abgesenkt werden. Auf den beiden unteren Höhenstufen werden farbige Orthophotos des angesteuerten Bereiches angezeigt. Neben dieser Ballon-Navigation über Schleswig-Holstein wird eine Reihe weiterer Funktionen zur Verfügung gestellt, wie etwa die interaktive Präsentation von knapp 50 Kanu-, Fahrradund Wandertouren, eine Suche nach allen Gemeinden und Ortschaften Schleswig-Holsteins, virtuelle 3-D-Rundflügen ausgewählter Gebiete und einiges mehr. Eine wichtige Anforderung an den Naturpilot war die Kombination dieses breit gefächerten Funktionsumfangs mit einer einfachen, intuitiven Bedienungsphilosophie, die auch für Gelegenheitsnutzer rasch erfassbar ist. Technisch basiert die Anwendung auf einem modularen Software-Framework unter der Verwendung von PHP, JavaScript, dem Minnesota (UMN) MapServer und dem Datenbanksystem MySQL (wahlweise Oracle).
